Teams Admin Center shows Video encoder hardware failure

Products Affected: Rally Bar, Rally Bar Mini, RoomMate in Appliance mode.
Conditions: Teams Rooms on Android users may encounter visual distortions and delays during video transmission in situations where network bandwidth is constrained.
Workaround: This problem is especially pronounced when operating under conditions of limited network bandwidth.
Resolution Progress: This issue is resolved in CollabOS 1.14.180
