Alerts for users enable/disable inside the user page, not separate

Provide a way to enable/disable the alerts for IT users inside the page of the User (something like you did for the "Sync Remote UI Access" functionality). As it is now, we have to add the user separately in System > Alerts > Email notification module, making it hard to keep updated when you have 45+ IT users that change continually
