No, you may use Sync solely as a portal for support ticketing and (if applicable) service license management, with no requirement to connect your devices to the cloud service.
We recommend trying out all of Sync's enterprise-grade features like device monitoring and management, room and desk booking, analytics and alerts, and more. However we know some users may wish to limit the services their devices connect to. For those users, all that's required is setting up Sync logins so you can open support tickets through Sync.
